On February 25th, Purem Automotive Technology (Xuchang) Co., Ltd. in Changge City was abuzz with activity. Robotic arms moved nimbly, production lines ran smoothly, workers performed their respective duties, and high-quality automotive exhaust systems rolled off the assembly line one after another. As a wholly foreign-owned enterprise under Germany's Eberspächer Group, the company completed the entire setup process in just 92 days, presenting a sweet gift for China-Germany cooperation.

2月25日，位于长葛市的普赫姆汽车技术（许昌）有限公司一派繁忙。机械臂灵活舞动，生产线流畅运转，工人们各司其职，一件件高品质汽车排气系统顺利下线。这家隶属德国埃贝赫集团的独资企业，用92天的落地奇迹，为中德合作送上了一份甜蜜的礼包。

"We never expected it to be this fast! The entire process, from project signing, registration, factory renovation to equipment debugging and trial production, took only 92 days. Xuchang's service efficiency has exceeded our expectations," said Kang Haiming, General Manager of the enterprise. He noted that the project's rapid commissioning was attributable to the innovative "Land Supermarket" system implemented by Xuchang. By precisely revitalizing existing land stock and comprehensively accelerating approval procedures, the city has realized the goal of "land acquisition upon signing and construction commencement upon land acquisition", setting a new "Xuchang speed" for opening-up through institutional innovation.

“真没想到这么快！项目从签约、注册、厂房改造到设备调试、试生产，全程用时92天，许昌的服务效率超出预期。”该企业总经理康海明坦言，项目快速投产，得益于许昌创新推行的“土地超市”制度。存量土地精准盘活、审批流程全面提速，实现“签约即拿地、拿地即开工”，以制度创新刷新对外开放的“许昌速度”。

Behind this speed lies the confidence and sincerity of opening-up. A number of German industry leaders have successively settled in Xuchang, ranging from Alba Group, a leading German environmental protection enterprise with cutting-edge technologies, to Befesa, a wholly German-owned enterprise with an investment of 50 million US dollars. The 16-square-kilometer China-Germany (Xuchang) International Cooperation Industrial Park has become the only international cooperation industrial park in Henan Province focusing on Germany (Europe), forming a powerful "magnetic field" with strong attraction. From the landing of individual projects to the agglomeration of industrial clusters, from investment promotion to ecological development, Xuchang is emerging as a benchmark for cooperation between Chinese and German small and medium-sized enterprises (SMEs).

速度的背后，是开放的底气与诚意。从技术领先的环保巨头德国欧绿保集团到投资5000万美元的德国独资企业百菲萨公司，一批德国行业龙头相继落子许昌；16平方公里的中德（许昌）国际合作产业园，成为河南省唯一以德国（欧洲）为核心方向的国际合作产业园，形成了引力强劲的“强磁场”。从单一项目落地到产业集群集聚，从招商引资到生态营造，许昌正成为中德中小企业合作的标杆之地。

"It's not about competing through preferential policies, but about leveraging the certainty of the business environment to counter the uncertainty of the external environment," an official from Xuchang Municipal Bureau of Commerce stated. Xuchang has targeted German SMEs, focused on the entire life cycle of enterprises, and taken a proactive approach to services. It has regularly held events such as the "German Enterprises Tour in Xuchang" and conducted routine roundtable meetings, ensuring that enterprises' voices are "heard" and their problems are "resolved quickly".

“不是靠拼优惠，而是靠营商环境的确定性来对冲外部环境的不确定性。”许昌市商务局相关负责人说，许昌瞄准德国中小企业，聚焦企业全生命周期，把服务做在了前面，定期举办“德企许昌行”、常态化圆桌会议，让企业声音“听得到”、问题“解决得快”。

At the China-German Intelligent Manufacturing College of Xuchang Vocational Technical College, a quiet revolution in vocational education is underway. Aligning with the "dual system" standards of AHK, the college enables students to be both learners in the classroom and intern employees of enterprises, creating a seamless connection between theory and practical operation. As the first AHK China-German Dual System Examination and Training Center in central and western China, it has seen more than 300 students obtain internationally recognized vocational qualification certificates over the past five years, with over 70 percent of its graduates entering German-invested enterprises in the supply chains of automotive giants.

在许昌职业技术学院中德智能制造学院，一场职教变革悄然发生。这里对标德国海外商会联盟（AHK）“双元制”标准，让学生既是课堂学子，也是企业“准员工”，理论与实操无缝衔接。作为中西部首个AHK中德双元制考培中心，5年来已有300多名学生拿下国际认可的职业资格证书，超七成毕业生进入德系供应链企业。

The Xuchang experience has become a replicable model for China-German vocational education cooperation, nurturing talents for the advanced manufacturing industry.

Last June, XJ Group Cooperation, Tongji University, and the German business community joined hands in Berlin to build the International Joint Innovation Center for Sustainable Energy Management, promoting the in-depth integration of cutting-edge European technologies with Xuchang's industrial advantages.

去年6月，许继电气、同济大学与德国工商界在柏林携手，共建可持续能源管理国际联合创新中心，推动欧洲前沿技术与许昌产业优势深度耦合。

Xuchang's partnership with Germany has long moved beyond the shallow level of investment promotion. It has evolved into a comprehensive framework of cooperation featuring industrial coordination, joint talent cultivation, shared platforms, and integrated mechanisms. This "deep integration" has enabled both sides to move forward with greater stability and for the long term.
