"Reform" provides the impetus. Reforms in market-based allocation of production factors, state-owned enterprises, and matrix-style industrial park management will be deepened to stimulate endogenous momentum.

"Benefit" remains the core purpose, with all development ultimately aimed at people's wellbeing. Henan will enhance inclusive, basic, and essential social programs, stabilize employment, increase incomes, and ensure the fruits of modernization are shared equitably. "Green" is the underlying principle. A comprehensive green transition will be pursued, coordinating carbon reduction, pollution control, ecological expansion, and economic growth to build a beautiful Henan and steadfastly achieve the carbon peak goal before 2030.

"Enhancement" offers the safeguard. By improving social governance efficacy and fostering six favorable environments—a fair and just legal system, efficient and convenient business climate, trustworthy credit system, stable and orderly society, clear and healthy cyberspace, and harmonious ecology—Henan will nurture a society full of vitality yet well-ordered.
