Henan Province Issues First China-Nicaragua FTA Certificate of Origin

河南省签发首份中尼自贸协定原产地证书

　　

On January 1, 2024, the China-Nicaragua Free Trade Agreement (FTA) entered into force. On the morning of January 3, Henan's first Certificate of Origin under the China-Nicaragua FTA was issued to a batch of coach buses exported to Nicaragua through international trade single window in the customs clearance hall of Jinshui Customs in Zhengzhou city.

2024年1月1日，中国—尼加拉瓜自由贸易协定正式生效。1月3日上午，在郑州海关所属金水海关通关大厅，海关关员通过国际贸易“单一窗口”为某汽车企业出口到尼加拉瓜的一批客车签发了中尼自贸协定原产地证书。这是协定正式生效后，河南签发的首份中尼自贸协定原产地证书。

"With the certificate of origin, these coach buses worth more than 4.8 million yuan can enjoy export tariff reduction of about 240,000 yuan when they are cleared in Nicaragua. Benefiting from FTA tariff concessions, our products will be more competitive. We are more confident in stabilizing foreign trade and exploring emerging markets,” said the representative of the enterprise.

“凭这份原产地证书，价值480余万元的客车出口到尼加拉瓜，在当地通关时可减免关税约24万元。”该企业有关负责人说，“受益于自贸协定项下的关税减让，我们产品的出口竞争力更强，我们有更大的信心继续稳定外贸订单、开拓新兴市场。”

Nicaragua is China's fifth FTA partner in Latin America after Chile, Peru, Costa Rica, and Ecuador. With the China-Nicaragua FTA — China's 21st free trade deal with another country — taking effect, more than 95 percent of their products will eventually be subject to zero tariffs, such as the top exports of Nicaragua including beef, shrimp, coffee and cocoa, and China's products including automobiles, new-energy vehicles, motorbikes, batteries, photovoltaic modules, garments and textiles, shoes and boots, etc.

中国—尼加拉瓜自贸协定是我国对外签署的第21个自贸协定，尼加拉瓜也是继智利、秘鲁、哥斯达黎加、厄瓜多尔之后，中国在拉美地区的第5个自贸伙伴。根据约定，中尼双方将对各自超过95%税目的产品最终实施零关税。中方最终实施零关税的产品将全面覆盖尼方牛肉、虾、咖啡、可可等主要出口产品，我国原产的汽车（包括新能源汽车）、摩托车、电池、光伏组件、服装和纺织品、鞋靴等大多数产品进入尼方市场时，关税将逐步削减取消。

"The China-Nicaragua FTA will make the foreign trade enterprises enjoy greater tariff reductions, which is positive to the expansion of international market share and Henan's imports and exports." said the head of Zhengzhou Customs Tariff Division. At present, Henan's imports from Nicaragua, such as men's T-shirts, gym shorts, baseball caps, and other commodities, and exports to Nicaragua, such as automobiles, aluminum stranded wires, tyres, and other commodities can enjoy tariff cuts.

“中国—尼加拉瓜自贸协定生效实施后，外贸企业可享受更大的降税红利，有利于持续拓展国际市场份额，对我省进口、出口两方面都是利好。”郑州海关关税处负责人说，目前，我省自尼方进口的男士T恤、健身短裤、棒球帽等商品可享关税减让，对尼方出口的汽车、铝绞线、轮胎等商品可获对方关税削减。

An officer of Zhengzhou Customs said that they will continue to improve the publicity, implementation, and guidance of FTA tariff preferential policies, and help enterprises to make full use of tariff concessions under the FTA and other preferential policies with the purpose of making a good start in the new year by boosting imports and exports in the aspects of scale and quality.

“我们将持续加大对自贸协定关税优惠政策的宣传贯彻和指导力度，服务企业用足用好自贸协定项下关税减让等优惠政策，促进自贸协定红利在更大范围内释放，助力我省外贸进出口稳住规模、提升质量，力争实现开门红。”郑州海关有关负责人说。（中文来源/河南日报 记者/宋敏 编译/许颖 审校/丁岚）
