Cross-border e-commerce, a new business form, has no ready-made patterns to follow, but requires innovations in system, management and service to improve ecological system and empower industrial development.

China (Zhengzhou) Cross-border E-commerce Comprehensive Pilot Zone was approved by the State Council in 2016. What innovations have Henan made over the past 4 years in aspects of system and patterns? On September 18, 2020, the reporter interviewed an official from Henan Provincial Department of Commerce.

"Generally speaking, with the strategy of innovation-driven development, Henan has realized breakthroughs in supervision system, business process and business mode," said the official.

As for the supervision system, guided by trade facilitation, Henan has launched a customs supervision mode featuring "e-commerce+parcel supervision+bonded center" (code of customs supervision mode:1210) and implemented "double classification" and differentiated supervision for e-commerce enterprises and products imported through cross-border e-commerce. Such a "Zhengzhou mode" has not only been promoted in other comprehensive pilot zones across China, but also offered reference to the formulation of standard framework for global cross-border e-commerce. In the special supervision zone, multiple types of goods are allowed to be stored and commercially processed in the same place, including 4 import and export models for retail trade, namely bonded import, direct-purchase import, regional export and general export. In 2020, a pilot project of cross-border e-commerce B2B supervision mode has been launched to help facilitate their customs clearance.

As for the business process, Henan was the first to implement a policy of verifying three documents, including transaction, payment and logistics, to help promote paperless customs clearance. By deepening the construction of a "Single Window" for international trade, Henan has built a data-sharing platform for enterprises' customs clearance and improved the efficiency in the way of "one-step declaration" online and "one-step inspection and one-step release" offline. At the same time, other measures like "simplified declaration and list-based clearance", "double random" inspection system, 24/7 service, etc., have been carried out to realize a fast customs clearance for cross-border e-commerce products. As a result, its average daily processing capacity has reached 10 million (parcels) with a clearance speed of 500 orders per second.

As for the business mode, Henan has developed an O2O retail business pattern characterized by "one pavilion with multiple business modes" and "one pavilion with multiple business forms". The locally built "global cross-border supermarket" has not only opened up a new channel for consumption, but also satisfied the diversified needs of the masses and enriched their life. Early in 2018, to innovate its development mode of industrial ecology, Henan launched the construction of EWTO core function cluster area and promoted the "1210" customs supervision mode in other countries, so as to further build its image of "Buying and Selling Globally".
